Was wondering how far back the 'closer to AoR than RoR is' ethos goes. WE kisses used to be off any icd. Currently, it has a icd of 1sec. I cannot remember if this was changed late in live (as I did not play then) or if was a RoR anti proc-meta change. www.youtube.com/watch?v=N1gY0fqShX0&t=212sAt 5:56 to 5:57 in that video you can see Shebali hit a Slayer for a HRT at 20:53:02 and a KoA goes off twice for 279 damage in the same time stamp. As the kiss gets triggered before each HRT hit its a bit hard to miss, so slow down to .25 speed and you can catch it. Thats just one example, and it is hard to find as WE's in these videos delete their targets so fast the chance of a 25% proc double hitting is rare. In the same video you can see frozen touch trigger for 112 damage at 5:46 during the same timestamp of 10:55:48, so this change of a 1sec icd was not limited to kisses. I'm not really pushing either way but I always felt that the 1/4 proc change was self-limiting and I was wondering how far back the changes will go on Apoc?

Comepletely forgot to mention this, but at one point live WB Had no internal cooldown either, it applied on every attack until charges were consumed. This was changed later on due to forum whining.
On RoR it originally had no icd either but that was nerfed back in 3016.
These two issues made WE much more competitive than compared to its WH equivalent than it currently is. I reccommend these two issues be at least looked into.
