Altitude difference not allow to make melee attack

When NPC stay little above or below, on a hill or something like this, there is melee combat bug appear, where you can't allowed to attack NPC even if he right in front of you. Not affecting range attack abilities or NPC.
Often can bee seen near keep doors or on any stairs and hills.
